Ryan Ratledge Appointed to Surface Transportation Board’s Advisory Council

JACKSONVILLE, FL – October 22, 2025 – Ryan Ratledge, President and Chief Executive Officer of Pinsly Railroad Company, has been appointed to the Surface Transportation Board’s (STB) Railroad-Shipper Transportation Advisory Council (RSTAC) as the small railroad representative. He will serve a three-year term.

The STB is an independent federal agency responsible for the economic regulation of various modes of surface transportation, with a primary focus on freight rail. RSTAC provides advice and recommendations on regulatory, policy, and legislative matters to STB board members, the Secretary of Transportation, the Senate Committee on Commerce, Science and Transportation, and the House Transportation and Infrastructure Committee.

Ratledge brings more than 30 years of freight rail experience to RSTAC. Throughout his career, he has consistently demonstrated strong leadership in enhancing rail operations, safety, and customer service across a broad portfolio of railroads. Since joining Pinsly in 2022, he has led the company through a period of significant growth—expanding from two to nine short-line railroads through strategic acquisitions that also added warehousing, transload, and trucking capabilities.

Pinsly’s network now includes the Florida Gulf & Atlantic Railroad (FL), Grenada Railroad (MS), Hondo Railway (TX), Camp Chase Rail (OH), Chesapeake and Indiana Railroad (IN), Vermilion Valley Railroad (IN, IL), Pioneer Valley Railroad (MA), North Florida Industrial Railroad (FL), and Georgiana & Andalusia Railroad (AL).

Under Ratledge’s leadership, Pinsly has made substantial infrastructure investments across its network and has earned multiple safety honors from the American Short Line and Regional Railroad Association (ASLRRA). In recognition of his contributions to the industry, Ratledge was recently named one of Railway Age’s 2025 Most Influential Industry Leaders.
